Akufo-Addo created OSP for political gain – NDC’s Hamza Suhuyini

Hamza Sayibu Suhuyini, a Communications team member of the governing National Democratic Congress (NDC), has raised concerns about the collaboration between the OSP and the Attorney-General’s office.

He believes the OSP’s creation makes it accountable to the A-G’s office, especially on prosecution matters, and wonders if the OSP is adhering to this provision.

Suhuyini alleges the OSP was created for political gain by the previous administration, leading its occupants to adopt a similar approach in their duties.

His comments come after the OSP filed 78 charges against eight individuals, including former Finance Minister Ken Ofori-Atta, over their alleged roles in the controversial revenue assurance contracts between the Ghana Revenue Authority (GRA) and Strategic Mobilisation Ghana Limited (SML).

Speaking on the BigIssue segment on the NewDay morning show on TV3 Wednesday, November 19, 2025, Suhuyini, a legal practitioner and NDC communicator, stated that “the time has come for us to confront the politics of that institution.”

According to him, the Office of the Special Prosecutor “was created as a political response and to score some political points under Nana Addo Dankwa Akufo-Addo.”

“So, I’m not surprised that even those who head that institution have themselves assumed that political posture. There is the need for us to say it as it is. We cannot continue on this tangent,” he explained.

Suhuyini expressed fears that if the OSP fails in its attempt to bring SML to book, the A-G’s hands will be tied in continuing with the matter, making him question how collaborative the OSP has been with the A-G, regarding the prosecutions as required by the Act that established the Office.

“If this gentleman goes and is not successful with the SML matter, it ties the hands of the Attorney-General’s office to deal with the same matter,” he noted.

“The question we should be asking is that, what is the extent of collaboration between him and that of the A-G’s office because the establishing Act still makes him amenable to Article 88 (12) of the 1992 Constitution which says that some little authority when it comes to prosecutions, must emanate from the Office of the Attorney-General,” he explained.

Meanwhile, those set to face prosecution under the matter include former GRA Commissioner-Generals Dr. Ammishaddai Owusu-Amoah and Emmanuel Kofi Nti, as well as senior GRA officials Isaac Crentsil and Kwadwo Damoa. Ernest Akore, a former Technical Advisor at the Ministry of Finance, SML’s owner, Evans Adusei, and SML are also among the accused.

The charges come after months of investigations by the OSP, which uncovered alleged corruption, abuse of office, and procurement breaches in the award and execution of the SML-GRA contracts.

According to the Special Prosecutor, William Kissi Agyebeng, evidence gathered by his office “points to criminal conduct” by some officials during the negotiation, approval, and implementation of the contracts.

The charges include conspiracy to commit the criminal offence of directly or indirectly influencing the procurement process to obtain an unfair advantage in the award of a procurement contract.
